I want to make it clear
that my concerns for anyone who is 'black', are for the Black Human
Contingent, and NOT for any Social Class that has black skin. None of

are going to do something that will reveal to everyone how
investigations like this can go astray, and get bounced off track,
and can end up in wild goose chases or blindsided into dead-end

'Stages'
means that we will look at the evidence and the commentaries by
groupings, or by a single source such as a book on the subject.
During each 'stage', we will evaluate what is
there to
be studied, sort it out relative to what we already know to be true

we move through the stages, the General Summary will develop and
change with the new information, and I will explain the changes to
you. Bear in mind that we will be limited to the available written or
posted evidence from around the world. I am not going to have
interviews with people who have suffered from Racial Profiling,
because in most cases the Queer Medias and Racial Extremists have
already gotten at those people and threatened them into changing
their testimonies to worthless nonsense that will support the Queer
Propaganda efforts of the SQLD. Only Real People like you and me care
at all about Racial Profiling, with the opportunists only pretending
to care as part of their Phony Rap Package. I jump into this with the
reminder that a lot of Real Police also care about Racial Profiling.
The professionals in the Police World have a lot more to do than
waste precious time with bogus and ridiculous searches.

way of doing this will work. It will be very revealing and
informative -- AND -- it will show everyone how the final results
keep changing as more and more evidence is accumulated.

One
of the most important things to do in this investigation is to
strictly go by the evidence as we move from stage to stage to 'Final
Report'. This must be done so that we can compare the 'Final Report'
(based entirely upon the evidence and commentaries offered) with
'What We Know'
to be the facts.

is when the titanic struggle for Reality will occur -- when we have
to decide whether what 'We Know' is right, or the 'Final Report' is
right -- or parts of each -- some unexpected combination.

our purposes -- I am placing a cap on the evidence. I will not accept
any evidence that has a date on it after the posting of this message
-- which is December 25, 2014.

entire effort here will swing in the balance against our prior
knowledge of what is happening with Racial Profiling.

attention away from investigating the Truth -- by regurgitating all

against us; and by repeating their claims that our defenses against
their death upon us is Sexual Profiling against them. When, they are

Before
we get into this, however, let me bleed my emotions onto these pages

Without
being maudlin about this, I will explain that I have been the victim
of injustices for as long as I can remember. Somewhere back in my
early years, I must have had a life that was free of beatings and
cruelties, and having lunatics and perverts for enemies -- but, that
must have been before the Sadistic Beatings started when I was in the
first and second grade. As far back as I can recall I was brutalized
and whipped and hogtied and beaten, in many places but usually on the
floor of the living room.
Such
an early life not only causes a person to outright reject all of the
bullshit and all of the assholes that surround you in your
'education' -- it also makes you decide to raise yourself to become
who and what you want to be (instead of what the assholes and the
bullshit want you to be) -- and it makes you forever mindful of
injustices and cruelties both physical and mental and social, on a
general basis.
When
I first saw Racial Profiling happening on the roads here in America,
I was like every other motorist; I thought to myself that some black
persons had done something wrong. The more I saw it happen, the more
I thought such things as "It sure is good that those black
persons are being arrested like they should be!"
But,
that was decades ago, when I was still watching the TV Turds; and my
thinking was being programmed like a typical Satan Tuber.
As
I have explained before in my messages, the day that Barbara and I
decided to buy a VCR like the one pictured below ...

of that changed. I immediately began to build a video library of our
own -- all of those VCR tapes still work by the way. Within a few
years, I had already recorded every movie that the TV Turds at the
HBHZ had shown on their Little Charlie TV Stations (all of which were
mutilated to remove any Human content from them, before they were
shown on those satanic channels) -- and I had bought another VCR so I
could record from tape to tape and copy movies that way (without
queer censorship). At that time I turned off the TV Turds forever.

does wonders for your life, and removes a terrible cloud/shroud of
deceptions and propaganda from your mind. Thus, allowing better
thinking -- which I already had -- but, not enough (good enough)
because I had still been watching the damned Satan Tube.
Thereafter,
I began to wonder why all of those white trash cops were harassing
all of those innocent black folks on the roadsides all of the time.
Remember,

sorts of rich elitists (destined to become White Homo-Fascists)
keeping black slaves secretly and socialistically; as their own
private social club/liberal doings. On the surface, it did not exist.

and ill-treated and unpaid servants was (and is) rife.
It
was (and is) easy for them to do. All that was required was to pay

up the assholes of the Deviants (where the Cult of the Asshole wants
it) -- and they can hang slaves in their backyards and no one will
recognize what has happened or realize the crime of it. Especially in

to what I was saying. Now, I began to see the duplicity and the
injustices that were being heaped upon the black people of New
England -- and it made me furious. I still am made furious and
outraged whenever I see roadside Racial Profiling happening here in

a larger and broader sense, I am equally outraged when BUWI

injustice at any level and on any scale.

possible for persons to commit acts of injustice and to not know it.
To a large degree those Days of Innocence are over, and have been
replaced by the Age of Institutions, Regulations, Alienation and

officers operate with unintended cruelty and injustice due to
procedures and rules that they are duty bound to follow. Civil
Disobedience is sadly lacking in police forces, even though in Planet

governments. This will be done, because the current rules and

Human, and too just, to be tolerated by any pack of Deviants that own

the vehicle just had a complete service done to it at a dealership in

at Rocky Mountain National Park. And, they have a puppy dog who likes

We
have to start somewhere, so we might as well get the most gross

For
those of you who cannot read (and someone else is reading this to
you) I will include excerpts from the articles that can be read to
you, and then explain what is right or wrong about them.
There
is a bridge on I57 in Central Illinois. When the bridges on the
Eisenhower Interstate System were built in the Midwest, the common
practice was to situate the bridge site, build a large staging
platform for equipment and workers nearby, and use massive excavating
machines (with many dump trucks in support) to dig large holes in the
Earth, as close to the bridge site as possible. The intention was
(and worked very well) to get the great volumes of dirt needed to
build overpasses with, from the nearby lands. The holes were designed
to become ponds for migrating waterfowl after they filled up with
water, which they certainly did. Now, most overpasses are surrounded
by such ponds, and the forests that have grown around them. Such
bridges are minor works of art, and provide viewpoints from which a
slow motorist can see far.
There
is one bridge. Perhaps, it is higher than the others or longer. From
the top of it, I can see and wonder. Traffic such as myself cross
that bridge constantly, twenty-four hours a day, in our shiny trucks
and whizzing automobiles with leather interiors.
From
bridges such as that (if you slow down) you can see across fifteen
miles of Central Illinois in all directions, because it is an
overpass. A railroad line passes beneath it. The scene, from up
there, is vast and covered with a patchwork of fields, railroad lines
surrounded by trees, large ponds in the middle ground next to tall
grain elevators, scattered villages and far off structures such as
ethanol plants -- and (if the place is still alive) no ButtUgly
Windmills. Scenes like this are still possible, wherever the horrid
BUWIs have not poisoned the land yet.
From
the top of that one bridge, I know that out there (in all weathers,
and I have seen them all) in some of those scenes is someone crawling
for a living. I know it is so, I just do not know which scenes. For
whatever reason, that person crawls everywhere. He or she does not
know us, and does not relate with us, and hides from us. He or she,
has companions at their level; they gravitate together due to the
forces of misery. Together they live in their second-hand clothes and
their huts and their shacks, and they help each other to stay alive.
It
is the land called 'Downstate' by the elitists of Chicago. To that
mindset, everyone south of Joliet is some neanderthal thing that
crawls for a living.
Except,
these persons who have to crawl and hop for a living -- praising the
Lord for the meanest and most unseemly of jobs -- are only alive,
because they escaped Chicago somehow. Maimed. Mutilated. Crippled.

of them found a way to escape. Their torturers leaving them for dead,

Now
together, they burn whatever they can for heat, share rabbits and

talk around the burn barrel, that some of them can never see the top
of, about their world. About how awful Chicago was, and what it would
be like to get a real job. They say, maybe they will catch a freight

will not kick them and spit on them for not voting. If they can just
get the ones without legs onboard, too.
Who
will know? In the winds of fortune that have already shattered their
lives until they are beneath notice -- who will know where the winds
lead them now? The trains still offer life, but out there the ones
that miss the trains (or fall off) decompose fast in the wind. Unless
it is winter, and then they desiccate and thin out and blow easier
with the wind next Spring.
Lost
bodies caught on the brushlines of Central Illinois no longer have to
follow the winds. They can hang there, where no one bothers to look,
and wait for the next snows. There is always something needing
another meal out there.

more or less get looked at when profiling is researched. Racial
Profiling, Offender Profiling and Geographical Profiling. Being an
investigator and a natural-born geographer -- this here's gonna be
fun.

eh? Let us start with that.

Profiling:
If
you have a hard time reading this article, do not be discouraged.
Whenever the Science Religion or Technology get injected into
everyday life, all kinds of terms and acronyms occur because the
people involved become convinced that such labels are necessary to
make them sound more official -- or groovy -- and like they know what
they are doing -- or to make long titles much shorter. You will also
find words here like 'spatial', that sound like someone is
complaining about parking spaces in your neighborhood ... well ...
almost and sort of. 'Spatial', in the strictest sense, is four
dimensional and refers to the volume itself (regardless of contents)
of a three-dimensional object in Time.
Herein,
'spatial' is usually the area in two-dimensions of a space defined by
three sets of coordinates, with the triangle being the smallest
standard unit. For the meanings of other terms, try using the Wiki
Dictionary (Wiktionary).

Geographic
profiling is a criminal investigative methodology that analyzes the
locations of a connected series of crimes to determine the most
probable area of offender residence. By incorporating both
qualitative and quantitative methods, it assists in understanding
spatial behaviour of an offender and by focusing the investigation to
a smaller area of the community. Typically used in cases of serial
murder or rape (but also arson, bombing, robbery, and other crimes),
the technique helps police detectives prioritize information in
large-scale major crime investigations that often involve hundreds or
thousands of suspects and tips. In addition to determining the
offender's most likely area of residence, an understanding of the
spatial pattern of a crime series and the characteristics of the
crime sites can tell investigators other useful information, such as
whether the crime was opportunistic and the degree of offender
familiarity with the crime location.
This
kind of profiling does not apply to what we are studying as much as
it applies to criminals such as Infested Deviants and
Middle-Managers-For-Hire (M-M-F-H).
Through
numerous research studies, there has been an increased importance
placed on the journeys offenders habitually take -- to determine the
spatial range of their criminal activity. These areas become a
comfort zone for predatory offenders to commit their crimes in with a
feeling of safety. Consequently, criminal acts follow a
distance-decay function; such that the further away the regular
activity space of an offender is from the offender, the less likely
that person will engage in a predatory criminal activity. However,
there is also a buffer zone where an offender will avoid committing
crimes too close to their homes in the likely event that they will be
identified by a neighbour.
Geographical
Profiling could most certainly be applied to the Human quarantine
operations currently underway against all know M-M-F-H and perverts
of the Queerism Disease; that want to increase their profits and are
driven by the disease to spread it to other victims, respectively.
The deliberate spreading of the Queerism Disease (the only way it can
spread) is absolutely a form of serial killing; that utilizes
sick-sick-sick medias and the Power of Queer Suggestions to spread
the lies that, in turn, aid in the deliberate spreading of the
disease itself. Remember, these spreading processes are so important
to the Queerism Disease that the Queer Coalition that pretends to be
New Jersey has forbidden anyone to defend against the spreading.
The
use of Geographical Profiling can help us to determine what the
ranges are of killer propagandists that travel from state to state
carrying secret orders, illegal monies and war plans from centers of
Queer Coalitions to satellite cells of Deviants, like Fort Drudge. I
have often seen hideous dykes from Polk County driving at high speeds
to Fort Drudge with sealed orders and Queer Disney monies. Ever
wonder how they can drive that fast on four-lane highways and not get
traffic tickets -- when some poor schmuck in an old pickup truck gets
nailed for doing 70 in a 65?
Crime
Pattern Theory
Developed
by Canadian environmental criminologists Paul and Patricia
Brantingham, the theory exerts the strongest influence in geographic
profiling. It suggests that crime sites and opportunities are not
random. There is an emphasis in the interaction between the
offender’s mental map of spatial surroundings and the allotment of
victims (target backcloth).
Furthermore,
serial crimes are the easiest [[most
likely]]
to develop geographic profiles, since each crime contains new spatial
information and provides additional data including the fact that the
crime area tends to enlarge with an increase of comfort and
confidence. [[Confidence
from bribe monies already distributed in the target area.]] The
initial hunt and criminal acts are most likely to occur relatively
close to the location of the offender’s home or workplace. As the
success rate increases, there will be a burgeoning sense of
confidence to seek his prey further from home and to travel a greater
distance. [[If
there are enough AIDS monies to support the effort.]] Crimes
that are suitable for analysis are those that are predatory in nature
and exercise some spatial decision-making process such as the area
for hunting targets, travel routes, mode of transportation and even
body dump sites.
All of the information below pertains to the tracking of
movements of illegal monies and secret orders and illegal weapons and
killer perverts between Queer Coalitions and places where the
so-called Homosexuals are encountering resistance to the Queerism
Disease; and are sending supplies and murderers to the perverts in
those places to eliminate Humans who do not fear them -- AND --
deliver illegal monies and sealed orders from the Monkey Judge

In
developing a geographic profile, there are important factors to
consider:
Crime
locations
A
crime will contain evidence. The evidence found at the location
provides information leading to the offender and victim’s prior
locations [[before
impact]],
clues as to where they may have gone [[after
impact]],
as well as information depicting what happened [[on
impact]].
Collecting and comparing clues from numerous crime locations
influences the development of the offender’s patterns.
Offender
type
According
to Dr. Kim Rossmo there are four different types of offenders with
regard to geographic profiling.
Hunter:
the hunter singles out a specific victim without leaving his home
territory. He will commit crimes where he lives. [[M-M-F-H]]
Poacher:
poachers will travel out of their home territory to do their hunting.

Troller:
A troller will realize an opportunistic encounter while occupied in
other activities and then strike. [[All

Trapper:
a trapper will draw the victim into him using different and seemingly

Hunting
Methods
The
hunting process can be broken down into two parts. (1) The search for
a suitable victim, and (2) the method of attack.
Target
backcloth (the spatial opportunity structure of crime sites)

or victim backcloth is important for an understanding of the
geometric arrangement of crime sites; it is the equivalent of the
spatial opportunity structure (Brantingham & Brantigham, 1993b).
It is configured by both the geographic and temporal distribution of
what are “suitable” (as seen from the offenders perspective)
crime targets or victims across the physical landscape.
The
availability of particular targets may vary significantly according
to neighborhood, area, or even city, and is influenced by time, day
of week, and season; hence, the term structural backcloth is also
used.”
Arterial roads and
highways
Large Roads and
highways play a huge part in crime strictly because it is how both
criminals and victims are forced to travel. Crimes will often cluster
around freeway exits and entrances.
Bus
stops and train stations
These
are two forms of rapid transportation that may also be used by
offenders and victims and can be hot spots in certain areas.
Physical
and psychological boundaries
Offender
and victim alike are both restrained by physical boundaries such as
rivers, lakes, oceans or highways. Psychological
boundaries may also affect movement, for example a black offender may
not travel into a white neighborhood for fear or being identified.

of this applies to our study about Racial Profiling, for us the
importance is to get into the ideas that accompany profiling in
general. As you will see, profiling is a new set of ideas with a few
notable successes and a lot of slack that causes dissension, doubt,
and dubious reservations based upon dubious results. Right now, and
hopefully forever for our sake, this idea of profiling is far from
exact. It is ironic to see that Adolph Hitler is mentioned here, but

Racial Profiling methodology.

Offender
profiling, also known as criminal profiling, is a behavioral and
investigative tool that is intended to help investigators to
accurately predict and profile the characteristics of unknown
criminal subjects or offenders. Offender profiling is also known as
criminal profiling, criminal personality profiling, criminological
profiling, behavioral profiling or criminal investigative analysis.
Geographic profiling is another method to profile an offender.
Holmes
and Holmes (2002) outline the three main goals of criminal profiling:
The
first is to provide law enforcement with a social and psychological
assessment of the offender;
The
second goal is to provide law enforcement with a "psychological
evaluation of belongings found in the possession of the offender";
The
third goal is to give suggestions and strategies for the interviewing
process.
Ainsworth
(2001) identified that there are four main approaches to offender
profiling:
The
geographical approach, in which the patterns are analyzed in regard
to timing and location of the crime scene, in order to determine
where the offender lives and works
Investigative
psychology, this approach focuses on the use of psychological
theories of analysis to determine the characteristics of the offender
by looking at the presented offending behavior and style of offense
The
typological approach looks at the specific characteristics of the
crime scene to then categorize the offender according to the various
‘typical’ characteristics
The
clinical approach to offender profiling in which the understanding of
psychiatry and clinical psychology is used to determine whether the
offender is suffering from mental illness of various psychological
abnormalities
This

Five
procedural steps in generating a profile:
1.
A thorough analysis of the type/nature of the criminal act is made
and it is then compared to the types of people who have committed
similar crimes in the past
2.
An in depth analysis of the actual crime scene is made
3.
The victim’s background and activities are analyzed, to look for
possible motives and connections
4.
The possible factors for the motivation of the crime are analyzed
5.
The description of the possible offender is developed, founded on the
detected characteristics, which can be compared with previous cases.
In
modern criminology, offender profiling is generally considered the
"third wave" of investigative science:
the
first wave was the study of clues, pioneered by Scotland Yard in the
19th century;
the
second wave was the study of crime itself (frequency studies and the
like);
this
third wave is the study of the psyche of the criminal.
Again,
this is extremely dangerous to Human Health. The psyche
of the criminal
must first and foremost apply to the horrid little brains of the
PsychCreatures that have invaded such studies, and now pretend to
have authority over the investigation; or anything to say about it,
or anything to do with it other than to stand in the corner and

Psychological
profiling may be described as a method of suspect identification
which seeks to identify a person's mental, emotional, and personality
characteristics (as manifested in things done or left at the crime
scene)
A
further, more detailed example of how psychological profiling may be
performed is the investigation of Gary Leon Ridgway, also known as
the Green River Killer. This case also demonstrates the potential for
incorrect predictions. John E. Douglas, an investigator who worked
for the FBI, provided a twelve-page profile, which stated the suspect
was:
Probably
a white male who had a dysfunctional relationship with women.
Organized
since he tried to hide the bodies and appeared to spend some time at
the river
Cunning
in using rocks to weigh the victims down in the water to conceal
them.
Very
mobile with a vehicle.
Going
to kill again.
Like
other serial killers, he would be prone to contacting police wanting
to help in the investigations.
However,
the profile created for Ridgway also revealed characteristics that
did not apply to him, such as being an outdoorsman and being
incapable of closeness to other people. Ridgway was not an
outdoorsman, but frequented the Green River with one of his wives,
and also had a very close relationship with his last wife, which
contradicted the point in the profile of being incapable of
closeness.
Gathering
many aspects of the offender’s crime pattern such as modus
operandi, ritual or fantasy-based behaviors exhibited, and the
signature of the offender help to establish a basis for a linkage
analysis. [[An
analysis of these factors in a study of politicians before, during,
and after they attack Humanity and Goodness in any form -- would
provide a very good profile of those anti-Humans -- and would reveal
where they intend to hide from a revolution.]] An
offender’s modus operandi is his or her habits or tendencies during
the killing of the victim. An offender’s signature is the unique
similarities in each of his or her kills.
However,
Malcolm Gladwell has written that offender profiling is not a science
at all, but is couched in such ambiguous language that it can support
almost any interpretation; and about Brussel says:
Brussel
did not really understand the mind of the Mad Bomber. He seems to
have understood only that, if you make a great number of predictions,
the ones that were wrong will soon be forgotten, and the ones that
turn out to be true will make you famous. The Hedunit is not a
triumph of forensic analysis. It’s a party trick.

are major problems with offender profiling that have been identified.
Incorrect
information from profiling can lead to false positives or false
negatives. Investigators may find a suspect who appears to fit an
incorrect profile and ignore or stop investigating other leads. For
example, Richard Jewell was wrongly investigated (and attacked in the
media) following the Centennial Olympic Park bombing in Atlanta. This
not only caused great distress to Jewell, but delayed identifying the
true culprit, Eric Robert Rudolph. This was a false positive: the
profile identified Jewell as the offender when in fact he was not.
The opposite of the false positive is the false negative: the profile
yields incorrect information which would cause investigators to
ignore a suspect who is actually guilty. For example, in the Beltway
sniper attacks, the offender profile indicated that the killer was
probably a white male in his thirties from the DC area acting
alone—in fact, the crimes were perpetrated by two black males, one
of whom was 41 and the other 17 years old, from the west coast of the
U.S.
The
Peggy Hettrick murder case is controversial because it is the only
documented case of an individual having been convicted due to a
reversed engineered false profile and the erroneous testimony of the
psychologist who developed the profile. In 1999, a jury convicted
Timothy Masters of the 1987 killing of Peggy Hettrick. Masters spent
over 9 years in a Colorado prison before his release on January 22,
2008. Timothy Masters was arrested and convicted of sexual murder
based on the testimony of a forensic psychologist while the opinion
of a Robert R. "Roy" Hazelwood, a retired FBI criminal
investigative analyst was ignored. The forensic psychologist
developed a psychological profile of a killer using narrative and
drawings made by Masters to conclude that Masters’ supposed fantasy
was the motive and behavioral preparation for the sexual murder,
regardless of the fact that the forensic psychologist knew that there
was no direct or physical evidence linking Masters to the crime. The
cautionary lesson in the Masters case is what happens when forensic
psychologists advance opinions about criminal matters based on the
extrapolation of academic research on psychological concepts
involving sexual homicide cases and reject the opinions of
professional criminal profilers who incorporate law enforcement
analysis coupled with criminal evidentiary considerations into their
work.

Discrimination is the result
of just about everything that happens in the Universe that was done
with thought. Every thought ... and I mean EVERY THOUGHT ... that

magnitude ... generates Discrimination.
I was told at truck driving college that a truck driver
makes one hundred mental decisions every minute that he drives. If
so, that means that a truck driver generates one hundred
Discriminations every minute. Many of those Discriminations are the
denial (through action) of accidents. Truck drivers have to
compensate for the abysmal driving of 'four-wheelers' constantly; and
they often prevent accidents by making decisions which dis-allow and
disable the opportunities for chaos and stupidity to bring about
accidents.
Put simply, any decision of any kind that required
thought will follow a choice. Whether the 'choices' are all obvious
and apparent, or concealed and hidden, is irrelevant. The life form
making the choice does not have to know all of the possible choices.
As soon as a choice is made, no matter how insignificant, all other
choices that were available at that time cease to exist -- and time
moves on -- and instantly a new set of choices comes into existence.
You only run out of choices when you are dead. Every decision always
favors one choice to the destruction of the others. Every choosing,
generates Discrimination against all of the other available choices
that existed at that instant of Time.
Hence, Discrimination is one of the forces of the
Universe that is unseen, like gravity, but absolutely necessary
because at no instant of time can there be more than one choosing
between choices -- even if you try to fudge the results and say that
you choose all choices, you have just made one choice and all other
choices will be destroyed.
The only way to stop the operations of Discrimination,
is to stop all of Existence. Discrimination is instantaneous, and
operates faster than the speed of light. Just because people do not
understand the decision-making process is not my fault. And, there is
no going back and preventing the operations of Discrimination. If you
want to change your mind, you have to go through an entirely new and
separate choosing of choices.

profiling. Texas, for example requires all agencies to provide annual

April 2010, Arizona enacted SB 1070, a law that would require
law-enforcement officers to verify the citizenship of individuals
they stop if they have reasonable suspicion that they may be in the
United States illegally. The law states that “Any person who is
arrested shall have the person’s immigration status determined
before the person is released”. United States federal law requires
that all undocumented immigrants who remain in the United States for
more than 30 days are to register with the U.S. government and to
have all registration documents with them at all time. Arizona made
it a misdemeanor crime for an undocumented immigrant 14 years of age
and older to be found without carrying these documents at all times.
According
to SB 1070, law-enforcement officials may not consider “race,
color, or national origin” in the enforcement of the law, except
under the circumstances allowed under the United States and Arizona
constitutions. In June 2012, the majority of SB 1070 was struck down

an immigration check on detained persons was upheld.

Critics
of racial profiling argue that the individual rights of a suspect are
violated if race is used as a factor in that suspicion. Sadly,

practice
The
airline ticketing agent who checked in Mohamed Atta, the purported
leader of the September 11 attacks, and a companion, would afterwards
say that looking at the pair his first reaction was to think, "If
this doesn't look like two Arab terrorists, I've never seen two Arab
terrorists." But he immediately felt guilty, and had no legal
grounds to search on the basis of their suspicious appearance had he
wished to.
In
December 2001, an American citizen of Middle Eastern descent named
Assem Bayaa cleared all the security checks at Los Angeles airport
and attempted to board a flight to New York. Upon boarding, he was
told that he made the passengers uncomfortable by being on board the
plane and was asked to leave. Once off the plane, he wasn't searched
or questioned any further and the only consolation he was given was a
boarding pass for the next flight. He filed a lawsuit on the basis of
discrimination against United Airlines. United Airlines filed a
counter motion which was dismissed by a [[District Monkey]] on
October 11, 2002. In June 2005, the ACLU announced a settlement
between Bayaa and United Airlines who still disputed Bayaa's
allegations, but noted that the settlement "was in the best
interest of all".
In
the case of racial profiling drivers, the ethnic backgrounds of
drivers stopped by traffic police in the US suggests the possibility
of biased policing against colored drivers. Black drivers felt that
they were being pulled over by law enforcement officers simply
because of their skin color. However, some argue in favor of the
“veil of darkness” hypothesis, which states that police are less
likely to know the race of a driver before they make a stop at
nighttime as opposed to in the daytime. Referring to the veil of
darkness hypothesis, it is suggested that if the race distribution of
drivers stopped during the day differs from that of drivers stopped
at night, officers are engaging in racial profiling. For example, in
one study done by Jeffrey Grogger and Greg Ridgeway, the veil of
darkness hypothesis was used to determine whether or not racial
profiling in traffic stops occurs in Oakland, California. The
conductors found that there was little evidence of racial profiling
in traffic stops made in Oakland. Legislation has been proposed with
the intent of ending racial profiling in traffic stops. There have
been many states that have begun collecting data on the details of
the traffic stops in order to monitor racial profiling. Profiling is
on an individual basis and it is difficult to pinpoint the cause of
arrests or stops since the studies allow officers to change their
behavior accordingly. For example, in the [[Monkey Case]] of City of
Los Angeles v. Lyons, Adolf Lyons was stopped by police officers
because of a faulty taillight; police officers choked him until he
was unconscious. Plaintiffs in the case promoted equality yet it was

when the community criticized police for targeting the black
community during traffic stops it received more media coverage and

Between
2003–14, the New York City Police Department (NYPD) operated the
Demographics Unit (later renamed Zone Assessment Unit) which mapped
communities of 28 "ancestries of interest", including those
of Muslims, Arabs, and Albanians. Plain-clothed detectives were sent
to public places such as coffee shops, mosques and parks to observe
and record the public sentiment, as well as map locations where
potential terrorists could "blend in". In its 11 years of
operation, however, the unit did not generate any information leading
to a criminal charge. A series of flatulences by the [[Anus Press]]
during 2011–12 gave rise to public pressure [[for fresh air]], and
it was finally disbanded in 2014.

Some
believe that inner city residents of Hispanic communities are
subjected to racial profiling because of theories such as the “gang
suppression model”. The “gang suppression model” is believed by
some to be the basis for increased policing, the theory being based
on the idea that Latinos are violent and out of control and are
therefore “in need of suppression”. Based on research, the
criminalization of a people can lead to abuses of power on behalf of
law enforcement.
Research
through random sampling in the South Tucson, Arizona area has
established that immigration authorities sometimes target the
residents of barrios with the use of possibly discriminatory policing
based on racial profiling. Author Mary Romero writes that immigration
raids are often carried out at places of gathering and cultural
expression such as grocery stores based on the fluency of language of
a person (e.g. being bilingual especially in Spanish) and skin color
of a person. She goes on to state that immigration raids are often
conducted with a disregard for due process, and that these raids lead
people from these communities to distrust law enforcement.

have led to targeting of some Muslims and Middle Easterners as
potential terrorists and, according to some, are targeted by the
national government through preventive measures similar to those

passed laws, such as the Patriot Act of 2001, to increase
surveillance of potential threats to national security as a result of
the events that occurred during 9/11. It is argued that the passage
of these laws and provisions by the national government leads to
justification of preventative methods, such as racial profiling, that
has been controversial for racial profiling and leads to further
minority distrust in the national government. One of the techniques
used by the FBI to target Muslims was monitoring 100 mosques and
businesses in Washington DC and threatened to deport Muslims who did
not agree to serve as informers. The FBI denied to be taking part of
blanket profiling and argued that they were trying to build trust
within the Muslim community.
The
events of 9/11 also led to restrictions on immigration laws. The
government imposed stricter immigration quotas to maintain national
security at their national borders. In 2002, men over sixteen years
old who entered the country from twenty-five Middle Eastern countries
and North Korea were required to be photographed, fingerprinted,
interviewed and have their financial information copied, and had to
register again before leaving the country.

they do not participate in it. They claim that they use numerous
factors (such as race, interactions, and dress) to determine if a
person is involved in criminal activity.

further claim that the job of policing is far more imperative than
the concerns of minorities or interest groups claiming unfair
targeting.

author Danny Santiago mentions this type of racism throughout the
novel. Racial profiling is huge in law enforcement, where this type

criminals are currently being punished too severely in Western
countries, the apprehension of more criminals may not constitute a

level law enforcement's continue to proceed. NYPD Street cops use
racial profiling more often, due to the widespread patterns. They
first frisk them to check whether they have enough evidence to be

the stops display a measurable racial disparity: black and Hispanic
people generally represent more than 85 percent of those stopped by
the police, though their combined populations make up a small share

An
African American man standing on a corner waiting for a bus is
stopped and questioned regarding why he is standing there and where
he is going.
A
Hispanic driver is stopped in a "white" neighbourhood
because he "doesn’t belong there" or "looks out of
place."
Latino
residents experienced racial affronts targeted at their “Mexicanness”
indicated by skin-color, bilingual speaking abilities, or shopping in
neighborhoods highly populated by Latinos. During immigration
inspections, individuals stopped were demeaned, humiliated and
embarrassed.
A
group of black teenagers are pulled over because of the kind of car
they are driving.
Racial
profiling is also used as a basis of discrimination for employment,
services, housing, etc., or to give preferential treatment to an
individual or group of people because of their race or ethnicity.

Racial
profiling in practice
On
September 14, 2001 three days after the September 11th attacks, an
Indian American motorist and three family members were pulled over
and ticketed by a Maryland state trooper because their car had broken
taillights. The trooper interrogated the family, questioned them
about their nationality, and asked for proof of citizenship. When the
motorist said that their passports were at home, the officer
allegedly stated, "You are lying. You are Arabs involved in
terrorism." He ordered them out of the car, had them put their
hands on the hood, and searched the car. When he discovered a knife
in a toolbox, the officer handcuffed the driver and later reported
that the driver "wore and carried a butcher knife, a dangerous
deadly weapon, concealed upon and about his person." The driver
was detained for several hours but eventually released.

Empirical
evidence
Statistical
data demonstrates, that although policing practices and policies vary
widely across the United States, a large disparity exists between
racial groups in regards to traffic stops and searches. However,
whether this is due to racial profiling or the fact that different
races are involved in crime at different rates, is still highly
debated. Based on academic research, various studies have been
conducted regarding the existence of racial profiling in traffic and
pedestrian stops. For motor vehicle searches academic research showed
that the probability of a successful search is very similar across
races. This suggests that police officers are not motivated by racial
preferences but by the desire to maximize the probability of a
successful search. Similar evidence has been found for pedestrian
stops, with identical ratios of stops to arrests for different races.
The studies have been published in various Academic Journals aimed
towards Academic professionals as well as practitioners such as law
enforcers. Some of these journals include, Police Quarterly and the
Journal of Contemporary Criminal Justice, so that both sides of the
argument are present and evaluated.
Of
those gathered the most noted study refuting racial profiling was
conducted using the veil of darkness hypothesis stating that it will
be difficult, if not impossible, for officers to discern race in the
twilight hours. The results of this study concluded that the ratio of
different races stopped by New York cops is about the same for all
races tested. In a study conducted in Cincinnati, Ohio it was
concluded that “Blacks were between three and five times more
likely to (a) be asked if they were carrying drugs or weapons, (b) be
asked to leave the vehicle, (c) be searched, (d) have a passenger
searched, and (e) have the vehicle physically searched in a study
conducted. This conclusion was based on the analysis of 313, randomly
selected, traffic stop police tapes gathered from 2003 to 2004.
As
a response of an incident in Ferguson on August 9,2014, the [[Monkey
Shits]] recruited in September a team of criminal justice researchers
to study racial bias in law enforcement in five cities and to
subsequently devise strategic recommendations.

Public
opinion
Perceptions
of race and safety
In
a particular study, Higgins, Gabbidon, and Vito studied the
relationship between public opinion on racial profiling in
conjunction with their viewpoint of race relations and their
perceived awareness of safety. It was found that race relations had a
statistical correlation with the legitimacy of racial profiling.
Specifically, results showed that those who believed that racial
profiling was widespread and that racial tension would never be fixed
were more likely to be opposed to racial profiling than those who did
not believe racial profiling was as widespread or that racial
tensions would be fixed eventually. On the other hand, in reference
to perception of safety, the research concluded that one’s
perception of safety had no influence on public opinion of racial
profiling. Higgins, Gabbidon, and Vito acknowledge that this may not
have been the case immediately after 9/11, but state that any support
of racial profiling based on safety was “short-lived”.

Influence
of religious affiliation
One
particular study focused on individuals who self-identified as
religiously affiliated and their relationship with racial profiling.
By using national survey data from October 2001, researcher Phillip
H. Kim studied which individuals were more likely to support racial
profiling. The research concludes that individuals that identified
themselves as either Jewish, Catholic, or Protestant showed higher
statistical numbers that illustrated support for racial profiling in
comparison to individuals who identified themselves as non-religious.

The
context of terrorism and crime
After
the September 11, 2001 terrorist attacks on the United States,
according to Johnson, a new debate concerning the appropriateness of
racial profiling in the context of terrorism took place. According to
Johnson, prior to the September 11, 2001 attacks the debate on racial
profiling within the public targeted primarily African-Americans and
Latino Americans with enforced policing on crime and drugs. The
attacks on the World Trade Center and the Pentagon changed the focus
of the racial profiling debate from street crime and “driving while
Black” to terrorism and “flying while Arab.” According to a
June 4–5, 2002 FOX News/Opinion Dynamics Poll, 54% of Americans
approved of using “racial profiling to screen Arab male airline
passengers.” A 2002 survey by Public Agenda tracked the attitudes
toward the racial profiling of Blacks and people of Middle Eastern
descent. In this survey, 52% of Americans said there was “no
excuse” for law enforcement to look at African Americans with
greater suspicion and scrutiny because they believe they are more
likely to commit crimes, but only 21% said there was “no excuse”
for extra scrutiny of Middle Eastern people.
However,
using data from an internet survey based experiment performed in 2006
on a random sample of 574 adult university students, a study was
conducted that examined public approval for the use of racial
profiling to prevent crime and terrorism. It was found that
approximately one third of students approved the use of racial
profiling in general. Furthermore, it was found that students were
equally likely to approve of the use of racial profiling to prevent
crime as to prevent terrorism-33% and 35.8% respectively. The survey
also asked respondents whether they would approve of racial profiling
across different investigative contexts. It was found that 23.8% of
people approved of law enforcement using racial profiling as a means
to stop and question someone in a terrorism context while 29.9% of
people approved of racial profiling in a crime context for the same
situation. It was found that 25.3% of people approved of law
enforcement using racial profiling as a means to search someone’s
bags or packages in a terrorism context while 33.5% of people
approved of racial profiling in a crime context for the same
situation. It was also found that 16.3% of people approved of law
enforcement wire tapping a person’s phone based upon racial
profiling in the context of terrorism while 21.4% of people approved
of racial profiling in a crime context for the same situation. It was
also found that 14.6% of people approved of law enforcement searching
someone’s home based upon racial profiling in a terrorism context
while 18.2% of people approved of racial profiling in a crime context
for the same situation.
The
study also found that white students were more likely to approve of
racial profiling to prevent terrorism than non-white students.
However, it was found that white students and non-white students held
the same views about racial profiling in the context of crime. It was
also found that foreign born students were less likely to approve of
racial profiling to prevent terrorism than non-foreign born students
while both groups shared similar views on racial profiling in the
context of crime.

other countries
Canada
Accusations
of racial profiling of visible minorities who accuse police of
targeting them due to their ethnic background is a growing concern in
Canada. In 2005, the Kingston Police released the first study ever in
Canada which pertains to racial profiling. The study focused on the
city of Kingston, a small city where most of the inhabitants are
white. The study showed that black skinned people were 3.7 times more
likely to be pulled over by police than white skinned people, while
Asian people were less likely to be pulled over than whites or
blacks. Several police organizations condemned this study and
suggested more studies like this would make them hesitant to pull
over visible minorities.
Canadian
Aboriginals are more likely to be charged with crimes, particularly
on reserves. The Canadian crime victimization survey does not collect
data on the ethnic origin of perpetrators, so comparisons between
incidence of victimizations and incidence of charging are impossible.
Although aboriginal persons make up 3.6% of Canada's population, they
account for 20% of Canada's prison population. This may show how
racial profiling increases effectiveness of police, or be a result of
racial profiling, as they are watched more intensely than others.
In
February 2010, an investigation of the Toronto Star daily newspaper
found that black people across Toronto were three times more likely
to be stopped and documented by police than white people. To a lesser
extent, the same seemed true for people described by police as having
"brown" skin (South Asians, Arabs and Latinos) . This was
the result of an analysis of 1.7 million contact cards filled out by
Toronto Police officers in the period 2003 - 2008.
The
[[Deviant Center for Aggression Against Humans in Ontario]] states
that "police services have acknowledged that racial profiling
does occur and have taken [and are taking] measures to address [the
issue], including upgrading training for officers, identifying
officers at risk of engaging in racial profiling, and improving
community relations" (Griffiths, 2008, p. 311). Ottawa Police
addressed this issue and planned on implementing a new policy
regarding officer racially profiling persons, "the policy
explicitly forbids officers from investigating or detaining anyone
based on their race and will force officers to go through training on
racial profiling" (CTV News, 2011). This policy was implemented
after the 2008 incident where an African-Canadian woman was strip
searched by members of the Ottawa police. There is a video showing
the strip search where one witnesses the black woman being held to
the ground and the having her bra and shirt cut ripped/cut off by a
member of the Ottawa Police Force which was released to the viewing
of the public in 2010 (CTV News, 2011).

Mexico
has been criticized for its immigration policy. Chris Hawley of
USAQUEERDAY stated that "Mexico has a law that is no different
from Arizona's", referring to legislation which gives local
police forces the power to check documents of people suspected of
being in the country illegally. Immigration and human rights
activists have also noted that Mexican authorities frequently engage
in racial profiling, harassment, and shakedowns against migrants from
Central America.

Germany
As
of February 2012 there has been a first court ruling concerning
racial profiling in German police policy. It had at first been
declared legal for police to make skin color and "non-German
ethnic origin" criteria for the selection of persons who will be
asked for identification in spot-checks for illegal immigrants.
However, in consequence to the ruling it was decided that it is legal
for a subject of such a spot-check to compare such a policy to that
of the SS (WWII) in public. A higher court later declared the earlier
decision to be void and the racial profiling to have been unlawful
and in violation of anti-discrimination provisions in Article 3 of
the Basic Law and the General Equal Treatment Act of 2006.
In
the Nazi period, racial/ethnicity profiling was commonplace. The
ethnicity/religion, such as Judaism was noted on mandatory identity
documents. Certain groups were obliged to wear visible marks such as
the star of David on their clothes. Disobedience could be checked
through the identity document.

profiling. Texas, for example requires all agencies to provide annual
reports to its Law Enforcement Commission. The requirement began on
September 1, 2001, when the State of Texas passed a law to require

data in connection to traffic or pedestrian stops beginning on
January 1, 2002. Based on that data, the law mandated law enforcement

April 2010, Arizona enacted SB 1070, a law that would require
law-enforcement officers to verify the citizenship of individuals
they stop if they have reasonable suspicion that they may be in the
United States illegally. The law states that “Any person who is
arrested shall have the person’s immigration status determined
before the person is released”. United States federal law requires
that all undocumented immigrants who remain in the United States for
more than 30 days are to register with the U.S. government and to
have all registration documents with them at all time. Arizona made
it a misdemeanor crime for an undocumented immigrant 14 years of age
and older to be found without carrying these documents at all times.
According
to SB 1070, law-enforcement officials may not consider “race,
color, or national origin” in the enforcement of the law, except
under the circumstances allowed under the United States and Arizona
constitutions. In June 2012, the majority of SB 1070 was struck down
by the [[Naked Monkeys--Shitting]], while the provision allowing for
an immigration check on detained persons was upheld.

The
airline ticketing agent who checked in Mohamed Atta, the purported
leader of the September 11 attacks, and a companion, would afterwards
say that looking at the pair his first reaction was to think, "If

December 2001, an American citizen of Middle Eastern descent named
Assem Bayaa cleared all the security checks at Los Angeles airport
and attempted to board a flight to New York. Upon boarding, he was
told that he made the passengers uncomfortable by being on board the
plane and was asked to leave. Once off the plane, he wasn't searched
or questioned any further and the only consolation he was given was a
boarding pass for the next flight. He filed a lawsuit on the basis of
discrimination against United Airlines. United Airlines filed a
counter motion which was dismissed by a [[District Monkey]] on
October 11, 2002. In June 2005, the ACLU announced a settlement
between Bayaa and United Airlines who still disputed Bayaa's
allegations, but noted that the settlement "was in the best
interest of all".

the case of racial profiling drivers, the ethnic backgrounds of
drivers stopped by traffic police in the US suggests the possibility
of biased policing against colored drivers. Black drivers felt that
they were being pulled over by law enforcement officers simply
because of their skin color. However, some argue in favor of the
“veil of darkness” hypothesis, which states that police are less
likely to know the race of a driver before they make a stop at
nighttime as opposed to in the daytime. Referring to the veil of
darkness hypothesis, it is suggested that if the race distribution of
drivers stopped during the day differs from that of drivers stopped
at night, officers are engaging in racial profiling. For example, in
one study done by Jeffrey Grogger and Greg Ridgeway, the veil of
darkness hypothesis was used to determine whether or not racial
profiling in traffic stops occurs in Oakland, California. The
conductors found that there was little evidence of racial profiling
in traffic stops made in Oakland.

traffic stops. There have been many states that have begun collecting
data on the details of the traffic stops in order to monitor racial
profiling. Profiling is on an individual basis and it is difficult to

Adolf Lyons was stopped by police officers because of a faulty
taillight; police officers choked him until he was unconscious.
Plaintiffs in the case promoted equality yet it was ultimately
dependent on appearance and race. In a recent journal comparing the
1990s to the present, studies have established that when the
community criticized police for targeting the black community during
traffic stops it received more media coverage and toned down racial
profiling. However, whenever there was a significant lack of media
coverage or concern with racial profiling, the amount of arrests and
traffic stops for the African-American community would significantly
rise again.

Demographics Unit
Between
2003–14, the New York City Police Department (NYPD) operated the
Demographics Unit (later renamed Zone Assessment Unit) which mapped
communities of 28 "ancestries of interest", including those
of Muslims, Arabs, and Albanians. Plain-clothed detectives were sent
to public places such as coffee shops, mosques and parks to observe
and record the public sentiment, as well as map locations where
potential terrorists could "blend in". In its 11 years of
operation, however, the unit did not generate any information leading
to a criminal charge. A series of flatulences by the [[Anus Press]]
during 2011–12 gave rise to public pressure [[for fresh air]], and
it was finally disbanded in 2014.

communities
Some
believe that inner city residents of Hispanic communities are
subjected to racial profiling because of theories such as the “gang
suppression model”. The “gang suppression model” is believed by
some to be the basis for increased policing, the theory being based
on the idea that Latinos are violent and out of control and are
therefore “in need of suppression”. Based on research, the
criminalization of a people can lead to abuses of power on behalf of
law enforcement.

through random sampling in the South Tucson, Arizona area has
established that immigration authorities sometimes target the
residents of barrios with the use of possibly discriminatory policing
based on racial profiling. Author Mary Romero writes that immigration
raids are often carried out at places of gathering and cultural
expression such as grocery stores based on the fluency of language of
a person (e.g. being bilingual especially in Spanish) and skin color
of a person. She goes on to state that immigration raids are often
conducted with a disregard for due process, and that these raids lead
people from these communities to distrust law enforcement.

The
September 11, 2001 attacks on the World Trade Center and the Pentagon
have led to targeting of some Muslims and Middle Easterners as
potential terrorists and, according to some, are targeted by the
national government through preventive measures similar to those
practiced by local law enforcement. The national government has
passed laws, such as the Patriot Act of 2001, to increase
surveillance of potential threats to national security as a result of
the events that occurred during 9/11. It is argued that the passage
of these laws and provisions by the national government leads to
justification of preventative methods, such as racial profiling, that
has been controversial for racial profiling and leads to further
minority distrust in the national government.

One
of the techniques used by the FBI to target Muslims was monitoring
100 mosques and businesses in Washington DC and threatening to deport
Muslims who did not agree to serve as informers. The FBI denied
taking part in blanket profiling and argued that they were trying to

they do not participate in it. They claim that they use numerous
factors (such as race, interactions, and dress) to determine if a

Racial profiling
not only occurs on the streets but also in many institutions. Much
like the book 'Famous all over Town' where the author Danny Santiago
mentions this type of racism throughout the novel. Racial profiling
is huge in law enforcement, where this type of behavior can risk the
lives of innocent people. In a trusted source it is said "It is
argued that, given the assumption that criminals are currently being
punished too severely in Western countries, the apprehension of more
criminals may not constitute a reason in favor of racial profiling at
all."(Ryberg) It has been stated in a scholarly journal that for
over 30 years the use of racial and/or demographic profiling by local
authorities and higher level law enforcement's continue to proceed.
NYPD Street cops use racial profiling more often, due to the
widespread patterns. They first frisk them to check whether they have
enough evidence to be even arrested for the relevant crime. "As
a practical matter, the stops display a measurable racial disparity:
black and Hispanic people generally represent more than 85 percent of
those stopped by the police, though their combined populations make
up a small share of the city’s racial composition."(Baker)

examples of racial profiling by police
A few examples of
racial profiling by police may include:
An African
American man standing on a corner waiting for a bus is stopped and
questioned regarding why he is standing there and where he is going.
A Hispanic driver
is stopped in a "white" neighbourhood because he "doesn’t
belong there" or "looks out of place."
Latino residents
experienced racial affronts targeted at their “Mexicanness”
indicated by skin-color, bilingual speaking abilities, or shopping in
neighborhoods highly populated by Latinos. During immigration
inspections, individuals stopped were demeaned, humiliated and
embarrassed.
A group of black
teenagers are pulled over because of the kind of car they are
driving.
Racial profiling
is also used as a basis of discrimination for employment, services,
housing, etc., or to give preferential treatment to an individual or
group of people because of their race or ethnicity.

Racial profiling
in practice
On September 14,
2001 three days after the September 11th attacks, an Indian American
motorist and three family members were pulled over and ticketed by a
Maryland state trooper because their car had broken taillights. The
trooper interrogated the family, questioned them about their
nationality, and asked for proof of citizenship. When the motorist
said that their passports were at home, the officer allegedly stated,
"You are lying. You are Arabs involved in terrorism." He
ordered them out of the car, had them put their hands on the hood,
and searched the car. When he discovered a knife in a toolbox, the
officer handcuffed the driver and later reported that the driver
"wore and carried a butcher knife, a dangerous deadly weapon,
concealed upon and about his person." The driver was detained
for several hours but eventually released.

Empirical
evidence
Statistical data
demonstrates, that although policing practices and policies vary
widely across the United States, a large disparity exists between
racial groups in regards to traffic stops and searches. However,
whether this is due to racial profiling or the fact that different
races are involved in crime at different rates, is still highly
debated. Based on academic research, various studies have been
conducted regarding the existence of racial profiling in traffic and
pedestrian stops. For motor vehicle searches academic research showed
that the probability of a successful search is very similar across
races. This suggests that police officers are not motivated by racial
preferences but by the desire to maximize the probability of a
successful search. Similar evidence has been found for pedestrian
stops, with identical ratios of stops to arrests for different races.
The studies have been published in various Academic Journals aimed
towards Academic professionals as well as practitioners such as law
enforcers. Some of these journals include, Police Quarterly and the
Journal of Contemporary Criminal Justice, so that both sides of the
argument are present and evaluated.
Of those gathered
the most noted study refuting racial profiling was conducted using
the veil of darkness hypothesis stating that it will be difficult, if
not impossible, for officers to discern race in the twilight hours.
The results of this study concluded that the ratio of different races
stopped by New York cops is about the same for all races tested. In a
study conducted in Cincinnati, Ohio it was concluded that “Blacks
were between three and five times more likely to (a) be asked if they
were carrying drugs or weapons, (b) be asked to leave the vehicle,
(c) be searched, (d) have a passenger searched, and (e) have the
vehicle physically searched in a study conducted. This conclusion was
based on the analysis of 313, randomly selected, traffic stop police
tapes gathered from 2003 to 2004.
As a response of
an incident in Ferguson on August 9,2014, the [[Monkey Shits]]
recruited in September a team of criminal justice researchers to
study racial bias in law enforcement in five cities and to
subsequently devise strategic recommendations.

Public opinion
Perceptions of
race and safety
In a particular
study, Higgins, Gabbidon, and Vito studied the relationship between
public opinion on racial profiling in conjunction with their
viewpoint of race relations and their perceived awareness of safety.
It was found that race relations had a statistical correlation with
the legitimacy of racial profiling. Specifically, results showed that
those who believed that racial profiling was widespread and that
racial tension would never be fixed were more likely to be opposed to
racial profiling than those who did not believe racial profiling was
as widespread or that racial tensions would be fixed eventually. On
the other hand, in reference to perception of safety, the research
concluded that one’s perception of safety had no influence on
public opinion of racial profiling. Higgins, Gabbidon, and Vito
acknowledge that this may not have been the case immediately after
9/11, but state that any support of racial profiling based on safety
was “short-lived”.

Influence of
religious affiliation
One particular
study focused on individuals who self-identified as religiously
affiliated and their relationship with racial profiling. By using
national survey data from October 2001, researcher Phillip H. Kim
studied which individuals were more likely to support racial
profiling. The research concludes that individuals that identified
themselves as either Jewish, Catholic, or Protestant showed higher
statistical numbers that illustrated support for racial profiling in
comparison to individuals who identified themselves as non-religious.

The context of
terrorism and crime
After the
September 11, 2001 terrorist attacks on the United States, according
to Johnson, a new debate concerning the appropriateness of racial
profiling in the context of terrorism took place. According to
Johnson, prior to the September 11, 2001 attacks the debate on racial
profiling within the public targeted primarily African-Americans and
Latino Americans with enforced policing on crime and drugs. The
attacks on the World Trade Center and the Pentagon changed the focus
of the racial profiling debate from street crime and “driving while
Black” to terrorism and “flying while Arab.” According to a
June 4–5, 2002 FOX News/Opinion Dynamics Poll, 54% of Americans
approved of using “racial profiling to screen Arab male airline
passengers.” A 2002 survey by Public Agenda tracked the attitudes
toward the racial profiling of Blacks and people of Middle Eastern
descent. In this survey, 52% of Americans said there was “no
excuse” for law enforcement to look at African Americans with
greater suspicion and scrutiny because they believe they are more
likely to commit crimes, but only 21% said there was “no excuse”
for extra scrutiny of Middle Eastern people.
However, using
data from an internet survey based experiment performed in 2006 on a
random sample of 574 adult university students, a study was conducted
that examined public approval for the use of racial profiling to
prevent crime and terrorism. It was found that approximately one
third of students approved the use of racial profiling in general.
Furthermore, it was found that students were equally likely to
approve of the use of racial profiling to prevent crime as to prevent
terrorism-33% and 35.8% respectively. The survey also asked
respondents whether they would approve of racial profiling across
different investigative contexts. It was found that 23.8% of people
approved of law enforcement using racial profiling as a means to stop
and question someone in a terrorism context while 29.9% of people
approved of racial profiling in a crime context for the same
situation. It was found that 25.3% of people approved of law
enforcement using racial profiling as a means to search someone’s
bags or packages in a terrorism context while 33.5% of people
approved of racial profiling in a crime context for the same
situation. It was also found that 16.3% of people approved of law
enforcement wire tapping a person’s phone based upon racial
profiling in the context of terrorism while 21.4% of people approved
of racial profiling in a crime context for the same situation. It was
also found that 14.6% of people approved of law enforcement searching
someone’s home based upon racial profiling in a terrorism context
while 18.2% of people approved of racial profiling in a crime context
for the same situation.
The study also
found that white students were more likely to approve of racial
profiling to prevent terrorism than non-white students. However, it
was found that white students and non-white students held the same
views about racial profiling in the context of crime. It was also
found that foreign born students were less likely to approve of
racial profiling to prevent terrorism than non-foreign born students
while both groups shared similar views on racial profiling in the
context of crime.

In other
countries
Canada
Accusations of
racial profiling of visible minorities who accuse police of targeting
them due to their ethnic background is a growing concern in Canada.
In 2005, the Kingston Police released the first study ever in Canada
which pertains to racial profiling. The study focused on the city of
Kingston, a small city where most of the inhabitants are white. The
study showed that black skinned people were 3.7 times more likely to
be pulled over by police than white skinned people, while Asian
people were less likely to be pulled over than whites or blacks.
Several police organizations condemned this study and suggested more
studies like this would make them hesitant to pull over visible
minorities.
Canadian
Aboriginals are more likely to be charged with crimes, particularly
on reserves. The Canadian crime victimization survey does not collect
data on the ethnic origin of perpetrators, so comparisons between
incidence of victimizations and incidence of charging are impossible.
Although aboriginal persons make up 3.6% of Canada's population, they
account for 20% of Canada's prison population. This may show how
racial profiling increases effectiveness of police, or be a result of
racial profiling, as they are watched more intensely than others.
In February 2010,
an investigation of the Toronto Star daily newspaper found that black
people across Toronto were three times more likely to be stopped and
documented by police than white people. To a lesser extent, the same
seemed true for people described by police as having "brown"
skin (South Asians, Arabs and Latinos) . This was the result of an
analysis of 1.7 million contact cards filled out by Toronto Police
officers in the period 2003 - 2008.
The [[Deviant
Center for Aggression Against Humans in Ontario]] states that "police
services have acknowledged that racial profiling does occur and have
taken [and are taking] measures to address [the issue], including
upgrading training for officers, identifying officers at risk of
engaging in racial profiling, and improving community relations"
(Griffiths, 2008, p. 311). Ottawa Police addressed this issue and
planned on implementing a new policy regarding officer racially
profiling persons, "the policy explicitly forbids officers from
investigating or detaining anyone based on their race and will force
officers to go through training on racial profiling" (CTV News,
2011). This policy was implemented after the 2008 incident where an
African-Canadian woman was strip searched by members of the Ottawa
police. There is a video showing the strip search where one witnesses
the black woman being held to the ground and the having her bra and
shirt cut ripped/cut off by a member of the Ottawa Police Force which
was released to the viewing of the public in 2010 (CTV News, 2011).

Mexico
Mexico has been
criticized for its immigration policy. Chris Hawley of USAQUEERDAY
stated that "Mexico has a law that is no different from
Arizona's", referring to legislation which gives local police
forces the power to check documents of people suspected of being in
the country illegally. Immigration and human rights activists have
also noted that Mexican authorities frequently engage in racial
profiling, harassment, and shakedowns against migrants from Central
America.

Germany
As of February
2012 there has been a first court ruling concerning racial profiling
in German police policy. It had at first been declared legal for
police to make skin color and "non-German ethnic origin"
criteria for the selection of persons who will be asked for
identification in spot-checks for illegal immigrants. However, in
consequence to the ruling it was decided that it is legal for a
subject of such a spot-check to compare such a policy to that of the
SS (WWII) in public. A higher court later declared the earlier
decision to be void and the racial profiling to have been unlawful
and in violation of anti-discrimination provisions in Article 3 of
the Basic Law and the General Equal Treatment Act of 2006.
In the Nazi
period, racial/ethnicity profiling was commonplace. The
ethnicity/religion, such as Judaism was noted on mandatory identity
documents. Certain groups were obligied to wear visible marks such as
the star of David on their clothes. Disobedience could be checked
through the identity document.

are involved in an investigation of Profiling, that is often confused
with and mislabeled as 'Stereotyping'.

I
am going to tell you about one of the most unanticipated and possibly
least known stereotypes in the world -- unless you are in Canada.
Understanding how this stereotype came to exist, will give us a
lesson about all of them.
The
remoteness of the location where this stereotype came into existence
illustrates how powerful stereotyping really is.

to be confused with Albert ('B') Johnson, who was a totally different
person at a different time.
The
last year of the life of whoever this man really was (and his
positive identity is still unknown) turned him into a legend of the
Far North -- The Legend of the Mad Trapper. The 'Mad Trapper' is now
a stereotype in the North American Arctic, and most of Canada. As
with all legends, it has been badly maligned and falsified and warped
and distorted by every hack bastard and bitch that used it for their
own opportunities; including stage plays about him.
Getting
at the Truth about what happened in the last year of this man's life
is difficult. No one seems to know where he came from, or his name,
or why the manhunt started. There is no mention of his being
convicted of any crimes before this incident occurred. There were
complaints from natives of the area that some white man was
interfering with their traps. That complaint was made to the Royal
Canadian Mounted Police, and somehow the suspicion was put on Albert
Johnson -- though it is not clear that they even knew his name at
that time. As this happened in the Northwest Territories, in a remote
location, it took time before two mounties went to his small cabin
and tried to ask him questions.
Just
getting that much clear is difficult, because of the many variations
of the story that still circulate. I went back 35 pages on the
Internet and I only found six websites that were worth showing to
you. However, there were quite a few more that carried all kinds of
cheesy and clearly bogus tales about the 'greatest manhunt in
Canadian history'.
I
have seen both of the movies that were based upon this event.

Both
of these movies are very generally based upon the last two months of
the life of the man known as Albert Johnson. What really happened (as
well as can be known) is contained within these websites:

account from Wikipedia is not detailed, but gives a beginner's report
about the manhunt.
Albert Johnson arrived in Fort
McPherson
after coming down the Peel
River
on July 9, 1931. He was questioned by RCMP constable Edgar Millen,
but provided little information. Millen thought he had a Scandinavian
accent, generally kept himself clean shaven, and seemed to have
plenty of money for supplies. After venturing the waterways in a
native-built raft to the Mackenzie
River
delta, he built a small 8ft×10ft (2.4m×3.0m) cabin on the banks of
the Rat River. Johnson had not acquired a trapping license, which was
considered odd for someone living in the bush. At that time many
northern native traditional trapping areas were being invaded by
outsiders fleeing the Great
Depression
and some complaints may have been intended to remove him.(Wikipedia)
In December, one of the native
trappers complained to the local RCMP detachment in Aklavik
that someone was tampering with his traps, tripping them and hanging
them on the trees. He identified Johnson as the likely culprit. On
December 26, Constable Alfred King and Special Constable Joe Bernard
each of whom had considerable northern experience, trekked the 60
miles (97km) to Johnson's cabin to ask him about the allegations.
Seeing smoke coming from the chimney, they approached the hut to
talk. Johnson refused to talk to them however, seeming to not even
notice them. King looked into the cabin window, at which point
Johnson placed a sack across it. The two constables eventually
decided to return to Aklavik and get a search warrant.
King and Bernard returned five days
later with two other men. Johnson again refused to talk and
eventually King decided to enforce the warrant and force the door. As
soon as he began, Johnson shot him through the wooden door. A brief
firefight broke out, and the team managed to return the wounded King
to Aklavik where he eventually recovered.(Wikipedia)
A posee
was then formed consisting of nine men, 42 dogs and 20lbs (9.1kg) of
dynamite which they intended to use to blast Johnson out of the cabin
if necessary. After surrounding the cabin they thawed the dynamite
inside their coats, eventually building a single charge and tossing
it into the cabin. After the explosion collapsed the building, the
men tried to rush in. Johnson opened fire from a five-foot dugout
beneath the ruins. No one was hit, and after a 15-hour standoff
(ending at 4:00 A.M.) in the −40°C (−40°F) weather, the posse
retreated to Aklavik for further assistance.(Wikipedia)
At
that point the great manhunt began, and lasted for more than forty
days and through 150 miles of the most difficult arctic weather and
rugged terrains. It is not my purpose to get into the details of
those last days of Albert Johnson. For our intentions here, suffice
it to say that the man was finally shot (17 times by some accounts)
in a final gunbattle on the frozen Eagle River; having already killed
another mountie earlier -- Edgar Millen.
You
can sit there and wonder about the motives of Albert Johnson, until
you pass out. No one, will ever know. I would say, that there was a
definite dislike for Authority Figures involved; or maybe just the
RCMP.
Once
dead -- Albert Johnson, and his exploits during the manhunt, lit up a
legend bonfire across Canada that has yet to go out. He was
immediately dubbed the 'Mad Trapper of Rat River' by the medias; even
though the accounts of the mounties that fought him stated that he
was quite the opposite, and very smart and resourceful. Throughout
all of it, Albert Johnson never spoke a word to anyone. Since the man
is not here to defend himself and his actions -- not that he would
talk to anyone anyway -- the stereotype of the Mad Trapper continues.

unruly or suspicious north of Whitehorse, that concerns us. There was
only one Albert Johnson, or whatever his real name was.
It is a curse of our
behavior that plagues our Species, that when we are greatly impressed
by someone and their characteristics and their actions and their
personality -- that we start to apply that comparison (almost always
falsely) to other people around us. It is a childish reaction, and
the use of it shows just how child-like (in the bad ways) the more
stupid people among us really are. You can bet that no one involved
in that manhunt wanted such a stereotype to occur, or was even
thinking about such idiocy at the time.

In making this study, we
are up against more than mere disinformation, sloppy reports, and
worthless rhetoric. We are encountering a substitution of Reality.
Reality (the Truth that we seek) has been copy-catted and
impersonated and imitated. The genuine article that we seek, has been
hidden from us (of a purpose) by persons that find no financial or
social gain for themselves from the Real Truth -- and hence, have
replaced the Reality with the Imitation.
That has happened before.
In your brain. I am not being a 'blue meanie' when I reject
misinformation or disinformation outright. I will do it again,
anytime. It is the two-legged creatures that are ruining everything.
Everything else is innocent, including the Great White Sharks and the
Black Tarantulas. Fix the 'Two Legs' and you Fix Earth.
Your neurons are already
being hijacked by the Queer Medias, and any thing else that uses
propaganda to achieve a means to an end. Why allow information to be
hijacked too? Why allow any substitutes and imitations?

Propaganda hijacks your
neurons. Propaganda then uses the neurons inside of your brain (that
they now control) to create a False You. The False You follows
orders, Queer Suggestions, twisted implications, sick-sick-sick
mental aberrations and games. The False You, becomes addicted to a
constant input of perverted stimulus designed to destroy Human Values
and Virtues. The Real You (neurons) becomes buried beneath a cyclone
of programmed fetishes and false desires for the things that the
programmers want you to thirst for, and obey, and crave, and believe.
In such a zombie state,
when you are told the Truth -- two layers of possessed neurons oppose
it (1) the Hijacked Dailys (2) The False You ... setup ... to be what
someone else wants you to be. Closely monitored by
Middle-Managers-For-Hire. If you knew how badly the M-M-F-H have hurt
you -- you would slaughter them.

more of it -- or to any information that has been similarly hijacked

Geographical Profiling --
For our needs
here, the excerpts from this article that apply are:
Geographic
profiling is a criminal investigative methodology that analyzes the
locations of a connected series of crimes to determine the most
probable area of offender [[occurrence
by race]].
In addition to determining the offender's most likely [[racial
profile]],
an understanding of the spatial pattern of a crime series and the
characteristics of the crime sites can tell investigators other
useful information, such as [[the
likelihood of a match between racial profile and the crime

Arterial roads and highways -- large roads and highways play a huge
part in crime strictly because it how both criminals and victims are
forced to travel. Crimes will often cluster around freeway exits and
entrances. Bus stops and train stations -- these are two forms of
rapid transportation that may also be used by offenders and victims
and can be hot spots in certain areas. Incorporating these factors in
a profile can lead to a geographic pattern where it sheds light on an
offender’s mobility, method of transportation, ability to navigate
boundaries and most importantly, the possible [[racial
profile]].
It is important to recognize such spatial intentionality, to
determine the offender’s comfort zone and their desire to commit
crimes in locations where they feel a sense of [[opportunity]].
Geographic Profilers often employ tools such as Rigel, CrimeStat or
Gemini to perform geographic analysis. System inputs are crime
location addresses or coordinates, [[and
racial profiles]]
often entered through a geographic information system (GIS). Output
is a jeopardy surface (three-dimensional probability surface) or
color-coded geoprofile, which depicts the most likely [[racial
profiles]]
of offenders.
If
that sounds to you like a justification for Racial Profiling, and the
statistical information proves that Racial Profiling is correct and
proper -- guess again. First of all, we have yet to see any
statistics that prove such a conclusion. Secondly, the data may not
be analyzed using Geographical Profiling; and whatever analysis is
happening may depend upon hunches and experiences and hearsay
instead. Thirdly, the data may suck. The 'data' may be strewn with
false reports, mistaken identities, personal prejudices, racial
animosities, or liberal lunacies. Seldom is data 'complete' anyway,
but when you add the inefficiencies and discrepancies caused by
operator error or erroneous data -- AND -- the fact that in this case
the data is always increasing (so chances of errors or malfeasance
are also increasing) -- you get a poor quality of statistics on which
to base your 'profile analysis'. In short, the data is screwed
because the people doing the reporting (on which the data is based)
already have Racial Profiling in their heads -- and are choosing to
make investigations in the field according to Racial Profiling --
that might be generalized and uses data from Miami for operations in
San Diego.
I
wonder if this article can be suggesting that some cases of Racial
Profiling (or what is claimed to be Racial Profiling) are actually
happening because of Geographical Profiling? Or worse, the crossing
up of (confusion) of Geographical Profile information for Racial
Profile information at police levels?
You
know, I have always despised profiling. Ever since, the time long ago
when those shrinks at that school district out in the Mojave Desert
diagnosed me as 'anti-social' (in a Hell Hole) -- and predicted that
as an adult I would only be good for minor functionary jobs performed
in deep isolation at the Borax Mines (they actually said that) --
because I had an aggressive and unpopular profile (at the dangerous
age of 12) -- I have despised shrinks and profiling. In fact, one of
the reasons why I decided to raise myself, and reject all of their
education, was because of their all-knowing and divine and omnipotent
Psychshit. Yes, Psychshit predated Queershit -- is anyone surprised?

Offender
Profiling -- Incorrect
information from profiling can lead to false positives or false
negatives. Investigators may find a suspect who appears to fit an
incorrect profile and ignore or stop investigating other leads ...
This was a false positive: the profile identified Jewell as the
offender when in fact he was not. The opposite of the false positive
is the false negative: the profile yields incorrect information which
would cause investigators to ignore a suspect who is actually guilty.
This is very important to remember in our study. Our
enemies are constantly twisting and reversing the facts about
everything that they do. The things themselves are nothing more than
the twisted and reversed 'after-torture' of their former Human selves
-- that were cruelly sent to public schools to be slaughtered.
Nothing is what it seems to be when you are dealing with the
Deviants. False leads, false positives, false negatives and false
anything are to be expected. Our concern, is to what extent has that
dementia permeated into the brains of the people who are involved in
Racial Profiling? Offender and victim alike.
The
Peggy Hettrick murder case is controversial because it is the only
documented case of an individual having been convicted due to a
reversed engineered false profile and the erroneous testimony of the
psychologist who developed the profile. In 1999, a jury convicted
Timothy Masters of the 1987 killing of Peggy Hettrick. Masters spent
over 9 years in a Colorado prison before his release on January 22,
2008. Timothy Masters was arrested and convicted of sexual murder
based on the testimony of a forensic psychologist while the opinion
of a Robert R. "Roy" Hazelwood, a retired FBI criminal
investigative analyst was ignored. The forensic psychologist
developed a psychological profile of a killer using narrative and
drawings made by Masters to conclude that Masters’ supposed fantasy
was the motive and behavioral preparation for the sexual murder,
regardless of the fact that the forensic psychologist knew that there
was no direct or physical evidence linking Masters to the crime. The
cautionary lesson in the Masters case is what happens when forensic
psychologists advance opinions about criminal matters based on the
extrapolation of academic research on psychological concepts
involving sexual homicide cases and reject the opinions of
professional criminal profilers who incorporate law enforcement
analysis coupled with criminal evidentiary considerations into their
work.
The worthless opinion of a demented PsychCreature put an
innocent man in jail for nine years!!!!!!!!!! The PsycheCreature
should have been shot -- flat out. Also, the Monkey Judge and Monkey
Lawyers should have been pulled apart by horses. PsychCreatures are
the stain of death upon any and all life forms in the Known Universe.
Everyone knows it. Obviously, this profiling stuff is self-dementing
and self-deluding, and homicidal to our Species. So far, all of this
reads like a description of the need for (and the 'how to' of)
profiling the criminal behaviors of DemoCraps, Perverts, and
RepuCraps. That, will continue for a while; but hopefully it will
subside as we get into our study of Racial Profiling.
